Shortening Unemployment Benefits Has Little Effect on Employment Growth
A calculation by the Central Planning Bureau (CPB) reveals that shortening the maximum duration of unemployment benefits (WW) yields minimal growth in employment, despite government intentions to stimulate faster re-entry into the workforce. Researcher Jonneke Bolhaar notes that while shorter or lower benefits increase financial pressure to accept jobs quickly, the structural employment gain is limited to approximately 8,000 full-time equivalents and a 0.1 percent increase. The measure saves 400 million euros but reduces income protection for long-term unemployed individuals. Adjustments to benefit amounts in the first two months show negligible effects on employment. The Dutch cabinet aims to save 6.8 billion euros on social security, including WW, but faces opposition from trade unions who have initiated strikes and demand the plans be withdrawn.
