First Chamber Approves Bill on Workers' Rights for PGB Care Providers
The Dutch First Chamber has approved a bill granting personal budget (pgb) care providers working less than four days a week legal access to unemployment and disability benefits, along with 104 weeks of sick pay. This legislation responds to a 2023 court ruling that deemed previous regulations unlawfully discriminatory against women. The Social Insurance Bank (SVB) will assist budget holders with employer duties, including premium payments and wage continuation during illness, while compensating them for additional costs. The law does not apply to those receiving pgb under the Health Insurance Act who have not yet arranged SVB payroll administration by December 31, 2026.
