Agreements on 'Killer Robots' Do Not Go Far Enough
Following a week of negotiations in Geneva under the Dutch presidency, 128 states agreed on draft elements for an instrument regarding autonomous weapons systems. However, Roos Boer, project leader for Autonomous Weapons at PAX, argues that these discussions are insufficient because they do not yet constitute legally binding international agreements. The text notes that while progress has been made, the core negotiations for binding treaties must still begin. Concerns arise from the rapid advancement of AI in military applications, which increasingly influences decisions on the use of force, leading to ethically unacceptable situations where human judgment is diminished. Additionally, the agreed-upon text reportedly weakened certain provisions due to pressure from major military powers like Russia, the US, and China. Boer emphasizes that the current agreement should serve only as a basis for future negotiations, urging the Netherlands to continue advocating for stronger norms given the growing international support and urgent need for regulation.
