Nearly Half of Dutch Residents Experience Social Nuisance, Primarily from Loitering Youth
According to the CBS’s biennial Security Monitor, 46 percent of Dutch residents over age 15 experienced social nuisance in their neighborhood last year, an increase from 42 percent four years prior. Loitering youth are cited as the most frequent source of disturbance at 26 percent, followed by neighbors and individuals with confused behavior. Urban areas report significantly higher levels of nuisance compared to rural regions, with police registrations for confused behavior rising from approximately 130,000 cases in 2021 to nearly 170,000 in 2025. Utrecht saw the largest increase among major cities, followed by Amsterdam. Amsterdam Mayor Halsema warned in late August that urban livability is under pressure due to a combination of homelessness, decay, crack use, and confused behavior.
