The history of Ceuta and Melilla and why they are Spanish territory
Ceuta and Melilla have been under Spanish rule since the 15th and 16th centuries and have never been part of the Moroccan state. The UN does not treat them as territories awaiting decolonisation, despite Rabat's objections.
