Ceuta President urges the EU to take firm action against Morocco, as the city is 'on the brink of collapse'
On 2026-09-08, Ceuta President Juan Jesús Vivas accused Morocco of implementing a “harassment policy” intended to suffocate the Spanish exclave. Vivas stated that the city is “on the brink of collapse” and called on the European Union to take decisive measures against Rabat.
